Why it means that

そんなに~ない means not that much or not as much as suggested. It responds to a degree raised by the listener or situation.

Example

eki wa sonna ni tooku arimasen.

The station is not that far away.

How it is built

Form and use そんなに~ない

This differs from a neutral あまり~ない because it points back to an assumed degree. そんなに can also occur affirmatively; the negative use here denies that level.
