Why it means that

Include a lower boundary

～以上いじょう means at least the stated number: the boundary itself is included. It is useful for minimum ages, amounts, or group sizes.

Example

千円せんえん以上いじょう買かうと、送料無料そうりょうむりょうです。

sen'en ijou kau to, souryou muryou desu.

Shipping is free when you spend at least one thousand yen.

How it is built

十人じゅうにん以上いじょう includes exactly ten and any higher number. It does not mean strictly more than ten. Keep the counter with its number.
