State what is necessary
Verb dictionary form + 必要があります says an action is needed. Noun + が必要です identifies a required thing. The pattern describes necessity rather than merely a personal wish.
旅行にはお金が必要です。
ryokou ni wa okane ga hitsuyou desu.
Money is needed for the trip.
Express necessary actions with ～必要があります
Place the verb in its dictionary form directly before 必要があります—do not add の. Even in polite speech, the verb before 必要 stays in plain form.
To say an action is not necessary, change the end to 必要はありません. This means “there is no need to do it,” not that the action is forbidden.
予約する必要があります。
yoyaku suru hitsuyou ga arimasu.
You need to make a reservation.
急ぐ必要はありません。
isogu hitsuyou wa arimasen.
There is no need to hurry.
靴を脱ぐ必要があります。
kutsu o nugu hitsuyou ga arimasu.
You need to take off your shoes.
明日までに書類を出す必要があります。

Express required items with ～が必要です
To state that a thing or person is required, mark the noun with が before 必要です. To state the purpose or occasion the item is needed for, mark it with には (such as 旅行には).
When something is not needed, mark the noun with は and say 必要ありません or 必要ではありません. You can also use 必要はありません for emphasis.
旅行にはお金が必要です。
ryokou ni wa okane ga hitsuyou desu.
Money is needed for the trip.
パスポートは必要ありません。
pasupooto wa hitsuyou arimasen.
A passport is not needed.
ここでは車が必要です。
koko de wa kuruma ga hitsuyou desu.
A car is needed here.
